Bernard Neenan is a Technical Executive at the Electric Power Research Institute (EPRI). For 25 years, Neenan has been at the forefront of designing, implementing, and evaluating retail electricity services to provide customers with alternatives to how they buy electricity. Neenan has been engaged in initiatives that successfully integrate demand response into ISO/RTO market planning, scheduling, and dispatch operations. The analytical and empirical framework he and his colleagues developed for quantifying the level and distribution of the benefits of price and demand response has been employed by ISOs/RTOs, public agencies, utilities, and competitive retailers. Before joining EPRI, Neenan served at NREL (SERI), where he established commercialization targets for emerging, renewable technologies. At Niagara Mohawk Power Company he managed a research program that quantified the nature and level of benefits from energy efficiency investments and devised practices for incorporating them into enterprise capacity planning and system operation models. While Rates Manager at Niagara Mohawk, he and his colleagues implemented innovative pricing plans that demonstrated that customers will respond to prices that reflect the contemporaneous cost of supplying electricity. As a consultant to electric utilities in the U.S and around the world, he conducted feasibility studies and prepared business cases that led to the adoption of a variety of dynamic pricing plans, and conducted in-depth evaluations of their subsequent performance. Neenan holds a Bachelor of Science and a doctorate degree in Agricultural Economics from Cornell University and a Master of Science degree in Food and Resource Economics from the University of Florida.
